Dan Howison and his neighbours want to identify this thing...

The attached photograph of an unidentified tool was published recently in our village newsletter with an appeal for anyone who knows what it is. To the best of my knowledge there were no responses. I have shown it to friends who are interested in tools with the same result. Have you any idea what it is? I should be most grateful for any help you can offer. The piece of metal on the base has a serrated edge.

Editor: My only thought is that it was used to cut a hole in either card or possibly thin plywood by someone who didn’t have a drill press. One possibility, based on the general appearance rather than any definite knowledge, might be a bookbinder. It is probable that originally there were different diameters of cutter available.
