Ralph Griffin bought this from a local car boot sale.

I have never seen anything like it before. Can anyone tell me what it is used for or who made it?

It is made of brass with steel edges and the quality of the manufacture makes me think it was commercially made or at least craftsman made. The upper part slides over the lower part, and is calibrated in 5mm increments up to 17cm. The outer edge can swivel through 0 –60 degrees, but this is not calibrated. The slot in the protractor narrows in the middle, stopping it from swivelling in the opposite direction.
