A Query from one of our new members, John Weston

John wonders if anyone can help identify the tool in the attached picture. It measures 11 cm. from the foot of the shaft to the top of the handle. The two plates move freely, the small cylinder slides freely along the shaft but cannot rotate. It has a flat within its aperture which corresponds to the flat on the surface of the shaft.

The plates and the handle are stamped "Pro Pat No 74707470". John understands that this has no official significance but is presumably added to dissuade potential copiers of the device.
